Stephen Kulla
Stephen Kulla is a graduate of Colgate University and the Dickinson School of Law, Penn State University. He is a member of the Franklin County, Pennsylvania, and American Bar Association and is admitted to practice in Pennsylvania and before the United States Court of Appeals and the United States Supreme Court.
Steve is a member of PCDL: Pennsylvania Criminal Defense Laywers Association.
Steve practices general, civil, and criminal law, with an emphasis on criminal litigation, civil litigation, and domestic relations / family law.
Steve Lives in Waynesboro with his wife, four children, and one grand child.
Education:
BA Colgate University 1985
JD Dickinson School of Law 1990.
Family: Married to the former Kimberly Bricker. 4 Children. 4 Grandchildren.
Concentration: Criminal (Felony and Misdemeanors), Family (Divorce, Support, Custody and Adoption) and Personal Injury (Automotive and Premises).
Additional Areas of Practice: Willa and Estate Administration, Boundary Disputes, Guardianship, General Civil Litigation.
Legal Experience:
Has tried dozens of criminal cases to verdict, including numerous alleged felonies, homicides, rapes and assaults,
including the landmark not-guilty verdict in Commonwealth v. Foster a 20 year old homicide case.
Has handled thousands of family law cases including divorce, custody, support and adoption.
Tried and settled dozens of personal injury matters including reaching a settlement on a matter for over $800,000
Served as specially appointed Divorce Master.
Has mediated numerous disputes through the firm’s Franklin County Dispute Resolution Center and via court appointment.
Additional Legal Studies:
Participant in International Legal Studies with the American Bar Association in China (2000) and Vietnam/Cambodia (2004).
Has amassed over 400 hours of continuing legal education.

Current President of the Board of School Directors, Waynesboro Area School District.
Former Chairman of the Board of Washington Township Board of Supervisors.
